a02cf07833 Bazel: add nodejs mirror 
This patches `rules_nodejs` with the contents of
https://github.com/bazelbuild/rules_nodejs/pull/3763
in order to allow specifying a mirror for nodejs, as nodejs.org has
hit us with intermittent downtimes.
