Python: Update supported-versions-compilers.rst

Browse Source 
Adds Python 3.13 to the list.

We might want to consider shortening the list to something like "3.5 - 3.13" at some point.

Also, once we're finally rid of standard library extraction, we should update footnote 8 accordingly.
