Paolo Tranquilli c2fc0cf111 Fix Windows path handling in diagnostic relativization ...

Canonicalize `current_dir()` to match canonicalized file paths (avoids
`\\?\` prefix mismatch on Windows), and normalize backslashes to
forward slashes in relative diagnostic paths.
