Swift: Callable abstraction

This new class encompasses both `AbstractFunctionDecl` and
`AbstractClosureExpr`, together with their common parts (namely
parameters and the body).
`ClosureExpr` and `AutoClosureExpr` got ported to structured C++
generated translation in the process.
