ca63122ce4 Kotlin: Relax version requirements 
If the latest version we know about is 1.9, and we are faced with 1.10,
then we try 1.9 rather than failing with an exception.

f7d8d16ed3 Kotlin: Fix build for 1.8.0-Beta 
The build no longer works for Kotlin < 1.8: We get

    error: class 'org.jetbrains.kotlin.ir.IrElement' was compiled
           with an incompatible version of Kotlin. The binary version
           of its metadata is 1.8.0, expected version is 1.6.0.

8ec681e61c Kotlin: bump default CI version to 1.7.20 
A bunch of test expectations change because 7f531d8426 means that we now see (a) local variable declarations with source locations covering only their identifier, not the whole statement, and (b) more SYNTHETIC_OFFSET values for the parts of a destructuring assignment
or initialiser, which show up as file.kt:0:0:0:0 in DbLocation form.

dd7ec499df Kotlin: Ignore tags when comparing versions 
We thought that 1.7.20-Beta > 1.7.20, and so tried to use 1.7.0's
extractor with 1.7.20.

a2c0fe4edb Fix Kotlin single-version build when the best candidate has trailing version info 
For example, 1.7.0-RC would previously be truncated to 1.7.0 resulting in failure to build the single-version distro as all candidate alternate-version kotlin files would be ignored.

5219ead4d4 Plugin version selection: fix test polarity and use integer not string comparison 
(Otherwise we'll think that 1.6.10 comes before 1.6.9, for example.) This now implements the desired test: pick a version that exactly matches major and minor versions and which is the least patchlevel that is >= the target compiler.
