76ea63ffbe Swift: deduplicate VarDecl 
Deduplication of `ConcreteVarDecl` is triggered only if its
`DeclContext` is not local. This avoids a mangled name conflict.

Also added more thourough tests for `ConcreteVarDecl` and `ParamDecl`.
