C++: Use StackVariable, remove not v.isStatic()
...
In these files it was possible to remove calls to `isStatic` by
switching from `LocalScopeVariable` to `StackVariable`. This changes
semantics, hopefully for the better, to treat `thread_local` locals the
same as `static` locals.
