Fix FuncTypeExpr.getNumParameter
...
It actually counts the number of parameter declarations. We correct it
to do what it says and introduce `FuncTypeExpr.getNumParameterDecls`,
which we then use in `FuncTypeExpr.getUniquelyNumberedChild`.
