Bazel: reorganization

* fixed 5.0.0 as bazel version
* made dependencies better loadable
* moved `//swift/install` to `//swift:create-extractor-pack` (following
  the clearer ruby naming)
* renamed `extractor_pack` to `extractor-pack` for consistency with Ruby
