C++: IR data flow local virtual dispatch

This is just good enough to cause no performance regressions and pass
the virtual-dispatch tests we have for `security.TaintTracking`. In
particular, it fixes the tests for `UncontrolledProcessOperation.ql`
when enabling `DefaultTaintTracking.qll`.
